1. The sleeper can be substituted for a franchise. So you either have a sleeper
or a franchise, not both (or neither one, of course).
2. A sleeper keeper must be a player that you bid in the previous year. He cannot be a player acquired via waiver
wire or trade.
3. Same bidding rules apply as to franchise - that is, you can retain a sleeper at the tag or you can let him go
to bid and add the amount bid over the tag to your cap.
4.The basis for sleepers is all transition values. If you bid in a player the previous season for less than half
of current transition prices, you may retain him at the current full transition price:
